How can it be used for the common good? What can we learn from open data approaches already adopted in Europe? These are among the questions answered in this paper,\u00a0<strong><em>Data to the People<\/em><\/strong><em>.\u00a0<\/em>It is the first of two papers examining open data and the creation of enabling ecosystems.<br><br>We learn that regulation supporting data sharing, particularly in Europe, has deep roots and includes both a mandate to make governments\u2019 data available in the open and the support to enable controlled data ecosystems, such as in the \u201cdata space\u201d model.<br><br>To leverage its full potential, open data needs to be embedded in creating new data sharing approaches that consider government, organizations, citizens, technology, and the legal framework altogether as a system, Hence the term\u00a0<a href=\"https:\/\/www.capgemini.com\/service\/invent\/collaborative-data-ecosystems-vision-to-trust\/\" target=\"_blank\" rel=\"noreferrer noopener\">Collaborative Data Ecosystem<\/a>.<\/p><\/div><\/div><\/div><\/div><\/section>\n\n\n\n<section class=\"wp-block-cg-blocks-group undefined section section--article-content section--story-content article-body\"><div class=\"article-main-content\"><div class=\"container\"><div class=\"row\"><div class=\"col-12 col-md-11 col-lg-10 offset-md-1 offset-lg-1\"><div class=\"article-text article-quote-text\">\n<h4 class=\"wp-block-heading\" id=\"h-data-to-the-people-nbsp-covers\"><strong>Data to the People<\/strong>&nbsp;covers:<\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The journey to open data and data ecosystems<\/li>\n\n\n\n<li>The impact of open data \u2013 making the business case<\/li>\n\n\n\n<li>The EU Open Data Directive as a push for interoperability of high-value datasets across Europe<\/li>\n\n\n\n<li>The Data Governance Act \u2013 a new frontier for European open data<\/li>\n<\/ul>\n\n\n\n<p>It offers both inspiration and lessons from the substantial effort that Europe is putting into developing its policies and technology to make open data not only available but impactful too.<\/p>\n\n\n\n<p>With Europe\u2019s Data Governance Act expected to be adopted by the European Parliament in early 2022, Member States will have between 12 and 18 months before it becomes enforceable.
